Upgrade to play Counter Strike Global Offensive better?

Hi guys.
My friend is having som lagging trouble while playing cs go and is asking what he should upgrade on his computer.
Can u help me?
His speccs are:

Operating Systeam = Windows 8 Pro 64-bit
CPU = Intel Core i5 4460 @ 3,2 GHz (Haswell 22nm Technology)
RAM = 6GB Corsair Dominator GT DDR3 2000 MHz -it only says 666 Mhz on speccy, why is that?
Motherboard = MSU B85M-E45 (MS-7817) (Socket 0) - dont know why it says 0, when it is really 1150 socket
Graphics = 1535MB NVIDIA GeForce GTX 480 (NVIDIA)
Storage = 111GB KINGSTON SV300S37A120G (SSD)

TF2 Valve servers rounds

Ever since the round extend vote has been introduced, every server I go into has 4-5+ hours for round times and it keeps getting extended. I think it would be a good idea to limit this to 1-2 extends per map, otherwise it turns the server into a near-24/7 map server.

Pubstomps, no MM adjustment?

I've been running into a lot of 5-man teams in competitive, and it gives them a HUGE advantage against a bunch of pubbies.

In addition, because this is the internet and GIFT rules the day, these teams tend to be VERY toxic, especially when they're riding the high of a win.


Most other games have some sort of MM adjustment for teams. In some games, you're matched against higher elo players to compensate for the teamwork advantage.

In others, like LoL, you are matched up against teams as well (when you duo-queue, there's a duo on the other team as well).

Have the devs made any reasoning for this, to anyone's knowledge? Or is it just a (admittedly minor, if aggravating at times) flaw?
