Tutorials & tips need to be mandatory for players that have just installed.

Seriously why is this not a thing?

The amount of F2Ps fresh off the install and coming into random pub games to sandbag good players, therefore making the rounds feel much more frustrating and a chore to play through instead of a fun experience when people don't feel like taking the game to the super serious competitive level.

I genuinely believe if there were at least some kind of ingame tip system similar to the coaching mechanics that suggests a team is really lacking in firepower classes therefore do not choose Sniper and Spy, and even ask them again if they're sure about their choice in Playing Sniper or Spy/if they decide to ignore the first piece of advice, highly suggesting that ignoring this advice is likely to contribute to losing the round.

Obviously Valve's system checks for certain conditions within live games in order to grant achievements, such as ubering a millisecond before a player gets killed by a critical projectile.

So why can't the same system detect conditions such as Engineer buildings being placed next to existing buildings, and display an alert to a player if they're under a certain amount of hours, never having the warning displayed before?

One of the very first achievements detects a player switching to Medic when there are none on the team and healing a player, so it can definitely monitor the amount of classes on a team too.
