Since Valve created their new refund policy, some games have been attacked by misinformed/angry players who purchase a license, write a negative review, then obtain a refund for the game.
The most recent example of this I'm aware of is Uber's new Planetary Annihilation: Titans.
There are actually community posters telling other people to abuse the refund system as I mentioned above.

Clearly, this action goes against the intent of the refund policy and harms Steam as an online store, targetted game developers, and potentially players who are interested in new games.
So, how do we stop this?
Is there a way to report suspected abuse-related reviews?
Can there be a mandatory time played before a player can post a review (e.g., minimum two hours)?
