Eureka Effect broken? [Solved]

I wanted to try it out again and almost went insame trying to use the teleport, as there wasnt a single command that would let me use it.
Then finally i found out its the +reload command that i never use, bound it to a key, used it once, went to a server aaaaand.. nothing.

Started up itemtest, used it once, and after pressing the key a second time, the animation of engis arm completely stopped, not even an idle animation, and no menu opened.

Then i switched to another class and back to engi and the teleport menu instantly opened, as soon as i spawned, without needing to press any button, and thats basically all i can do.

Anyone else with this problem?

Edit:
I just noticed none of the wrenches has an idle animation for me, like you can see on the 3d character above you health, if you have that enabled or in you class loadoutmenu.. maybe its all just broken.. or is it just me?
