Maybe BLU misplaced one of their payload carts. Maybe a robot army and their building-sized carriers went through. Maybe soldier's ex-roommate is a wizard. Besides the point, the little town of Teufort has been erased from the face of the world.
The town will have to be rebuilt from the ground up. (Un)luckily for the town, SPUF has been elected as the new city planner. It's up to you to decide what the new town's going to look like and how it will grow.
Here is the lay of the land. A river flows north, with a dry river bed running to the east. The railroad runs just outside city limits. Speaking of which, right now the limit is rather small, but we can buy more land later once the city reaches a certain size.
The city should probably start here, at the highway exit. We will need roads, zoning, power, water, and sewage.
