The Cleaner's Carbine is shocking, let's buff with spuf

Current stats:

• On Kill: Gain Mini-crits for 8 seconds.
• -20% clip size
• 35% slower firing speed
• No random critical hits

Note, kills gained with mini-crits will reset the timer to 8 seconds again

The buff:

• On Kill: Gain Mini-crits for 8 seconds, kills with the minicrits now add another 8 seconds rather than resetting the duration
• Increase accuracy by N% (?)
  
• Changed surplus ammo from 75 to 80 (because it's just annoying otherwise)
• -20% clip size
• 35% slower firing speed
• No random critical hits
  

Basically you have a little more of a chance of actually getting a kill with it and the reward is a little more than "you have 8 seconds to Bushwacka a moron, GL"
