I don't think it's dead yet, although updates have been getting more and more community driven and less and less related to Valve, but how much longer do you think this game will have a meaningful playerbase? Even when Valve completely stops all updates and just says "We're done with this game" and even shuts down their servers, people are still going to play on community servers for a good while.
This is all assuming they don't make another Team Fortress game on a new engine, which is a possibility but not for a long time.
It's kind of weird to think of the lifespan of games like this, that don't really have an end, since this is a relatively new concept in gaming.
And I don't think Valve will ever shut down the game entirely, (ie making it unplayable even on community servers) unless Steam itself disappears.
Anyway. My guess is it will last a minimum of 5 more years, and a maximum of 20? I don't know.
