Let me preface this by saying I have decent specs and typically average within 100-300 FPS and have a config centered around performance. Since I generally get such a high fps and any config that boosts my FPS even more doesn't eliminate these drops, I can assume it isn't a poor GPU.
I get these frequent fps drops in TF2 and other source (all? haven't tested) games. What I mean by this is that while I am running these games, my fps averages at a nice, high speed but is the opposite of smooth. It seems as if the game freezes or pauses for fractions of a second ever so often. I have ignored this problem for a while but it proves to be an extreme annoyance, especially during tense moments of gameplay.
It is kind of difficult to explain. cl_showfps 2 depicts my fps in this format: "xxx fps (min, max)..." where min and max are the minimum and maximum recorded framerates within the duration of that fps tracking. Toggling cl_showfps from 0 to 2 again resets these min/max values. Once I toggle cl_showfps to 2, I see my fps at a normally high framerate, fluctuating between ~100-300. However, within seconds the min dips to 60, then seconds later 40, eventually 8, sometimes it hits 0, etc. My FPS stays high but frequently "freezes" at a low framerate for a split-second.
TF2 runs on dx 8.1
When I open up console, I typically see a lot of errors (highlighted in red), such as certain soundfiles for the pyro's flames missing, etc. I've verified the game files and for some reason it doesn't catch these missing files. I don't think this is the cause, however, as I also get the drops in CSGO.

Another thing to note is that my entire Steam folder is located on an external HDD (WD My Passport 1 TB), which I play everything off of. I don't think this should affect anything, but it's probably worth noting.
