Stuttering/lag spikes in csgo

I have these spikes where my games just feels like I have high ping or fps drop. But my ping is always low and a constant high FPS. The game skips around for a second or two then stops and starts again. Sometimes the screen looks like it freezes. It does not happen all the time but is a persistent problem. Also other people can see me lagging and skipping around when spectating me or looking at my model in game.
