We all know that there are OP and UP weapons and unlocks, Here are a few ideas I had on fixing them, having balanced things for other games in the past.
I wont touch Stock Melee weapons as those are pretty much a lost cause nowadays, unless you wanna remove random crits from all non stock weapons.
1. Darwins Danger Shield - Change the stats to this.
+25% Crit Resistance
+25 HP
+20% Damage Vulnerability
This keeps the Sniper's effective HP at 125 vs everyone besides other quickscoping snipers, which is now about 160. However, a bodyshotting sniper like a Sydney Sleeper would be a decent counter.
2. Soda Popper - Either remove the +25% Reload Speed buff or give that buff to the Force a Nature as well. The reason this weapon is so OP is because it has about the same damage output as a scattergun alongside another upside with multiple jumps, while also having better stats over the Force a Nature, which shares the same fire and reload mechanics.
3. The Winger - Give the Winger "100% more accurate" (remove its bullet spred.) in addition to what it currently does. If its a 'finisher' pistol, it should be very reliable at that. Plus all 5 shots landing would take out a mini sentry.
4. Wrap Assassin - Give this item a "+15% item recharge rate" It doesn't need that big of a buff, but it does need a buff while the Sandman is arguably much better.
5. Sun on a Stick - Give this weapon the trait "On Equip: Reduce Fire damage taken by 20%" While still bad, without a complete redesign, its hard for it to challenge utility melees, but this would at least give the Scout some reduction on afterburn damage while its out.
6. Cow Mangler 5000 - Remove hidden "-5% reload penalty" trait. Also adjust charge shots to take 3 ammo instead of 4 or charge faster. the former charge change would be easier to implement while the latter would need a sound change to accompany it which would take longer to complete.
7. The Mantreads - Include "Wearer never takes falling damage" trait. If this bugs out 3x fall damage on player landed trait, make this trait "Wearer cannot die from falling damage" Trait, where falling damage can't reduce you to below 1 hp unless the fall damage is greater than 300 damage.
8. Pyro - Add an additional +10% damage to all flamethrowers
9. Degreaser - Change damage penalty from -10% to -20%
9b. Other flamethrowers might need a -10% damage reduction as well depending on how well they preform.
10. Sharpened Volcano Fragment - Now inflicts Bleed in addition to its current effects. Reduces Bleed effect duration by 25%
11. Half Zatoichi - Add "No Random Critical Hits" penalty.
12. Heavy - Reduce 1 second rev damage penalty from 50% to 25%.
13. Wrangler - Add "20% longer weapon switch" Penalty
14. Vaccinator - Give it its old ubercharge rate back.
15. Sniper - Scope 'bouncing' now bounces the sniper's scope in a random direction and the sniper no longer goes back to his original position after the bounce. Huntsman keeps the current bounce mechanic.
16. Huntsman - Now shows the damage reduction of 20%, Now shows the Ammo reduction of 50%, Now shows the +100% Charge Shot Rate. In additon, Flaming arrows now deal an additional 25% critical damage (For a total of 450)
17. L'Etrager - New Attribute "Increases Movement Speed while Cloaked by 10%" Reduce damage penalty from -20% to -25%. L'etranger no longer regenerates cloak on successful hit.
