Basically, this would affect the dispenser part of the payload cart, and not the payload cart as a whole (since that would be really annoying).
After about 8 seconds (which I believe is the same amount of time it takes for a dispenser to be destroyed by a sapper), the sapper destroys itself (it can also be removed by an engineer as well.
This is mostly to give the sapper a purpose outside of engineer buildings.
Yes, sapper warnings will show up in the cart hud.
