Second Steamapps folder, do I need it?

So my C drive is nearly full, and I seemed to have gained a lot of crap recently and don't know why.



My computer was bugged recently so I reinstalled Steam.



I go to check my normal steam folder:

Inside my Steamapps folder is... another steamapps folder!

Inside there is basically all the stuff inside the other steamapps folder:

HOWEVER, in that second folder, there aren't any of my new games under "common." Everything I've installed since I reinstalled Steam doesn't show up.



I've uninstalled most of my games from Control Pannel, but my computer is still almost full.

Is that second steamapps folder redundant? Can/should I get rid of it?
