Hammer mouse problem

After about an hour of searching google, I have not found any information. So I have a problem with hammer where I will try to move my mouse and it will be really hard to, like it feels like im wrestling it and its pulling down and to the right. Its wierd because this doesn't happen in other games or programs, or when I open already made maps such as de_dust2 or cs_office. I first discovered the issue when I loaded up my map as this is a brand new built computer, and I transferred my old vmf files using a flash drive.

Things i've already done:
* Reinstalled
* Verified Integrity of Game Cache
* Manually reset hammer settings using regedit
* Reinstalled mouse drivers

Any help is greatly appreciated as hammer is almost inoperable with this problem
