So let's say TF3 does happen, and each class is rebalanced and changed drastically, how should Spy be changed?
Well, imo, here's what I think
First off, the following unlocks are gone, Enforcer, Diamondback, Spy Cicle, Big Earner, Red Tape Recorder. The rest are kept and retuned as follows
Revolver
To start off, this gun now has the ambassador's handling mechanics. Meaning it's cooldown is 0.95-1.0 seconds, and the spread is gradual, so the longer you wait between shots, the more accurate your next shot is. Everything else is the same.

Crits on headshot
Each shot has perfect accuracy
-15% damage penalty
25% slower firing speed
25% slower reload
The cooldown and spread mechanics of this gun are completely reworked, the gun now has a 25% slower firing speed, but unlike before, where you had to wait 0.95 seconds to get a headshot, you no longer have this limiting factor. Instead, each shot with the Ambassador is pinpoint accurate, and each shot will crit if it is a headshot.
So if you could aim well before, you are given a bigger dps, as you will be able to deal 612 damage in 3.625 seconds, as oppossed to before where it would be 4.75 seconds. The slower reload, longer delay between shots, and damage penalty means that if you couldn't aim before, you are literally screwed using this. The Spies who are good with the Amby will love these buffs, as there is literally noting hindering your aim anymore except flinch, you shoot, that's where shots will go. The only reason I have the slower reload there is to give a better edge to the Revolver in the absence of random crits.

Level 5 Revolver
+40% Cloak Duration
This weapon is a Silent Killer
-20% damage penalty
For the most part this gun is unchanged, I'm throwing Silent Kills on it though and removing the Cloak in Hit mechanic, and adding a Silencer to the gun cosmetically. Just to make jive better with the YER and make this a complete stealth set.
Grapple Hook
I can't give any details other than it works exactly like the Grapple Hook does in Mann Mode, except it has a recharge between uses, similar to Jarate.
The reason it replaces the Revolver is to keep the Ambassador and this being used together, and it creates immense synergy with the Dead Ringer. Think about it, since you don't have to feign to get in as much anymore, you can get to a good spot, come in, get a stab, then feign to get out.
Knives
Honestly.....the only real change I'd consider making is maybe adding +25 health to Spy, and have the Kunai be -75 health instead of it's current -65, and the Kunai would only heal up to the Spy's max overheal, which would be 225.
Watches
I'd change how decloak noise fall off works for all watches, and each watch would have it's own distinct noise, including the Cloak and Dagger.
The Dead Ringer would recieve the most changes, it'd have the same cloak duration as the IW, but no longer can pick up metal to restore cloak, and has a faster recharge rate to make up for it, it should take 20 seconds to restore the Dead Ringer from empty to full, and it would only activate if the meter is fully restored.
I'd also make it to where it sheds ALL status aliments, and the feigns were perfected and made more believable. This way it'd be a true feign death watch, and a real trick up the Spy's sleeve as oppossed to a spam tool.
Sappers
Honestly.....no clue, I feel this should a gedget slot more than anything but I can't think of anything that could fit here. Maybe a throwing tracking dart? Throw it at someone and it outlines them for your team mates? And they can see their health and uber meter as well if they are a Medic.
That's really it, the Spy in my mind is a versatile support class, rather than stay with the team like the Medic does, he's a deep undercover player that can do a lot of things, it all depends on what his team needs and what is the smartest play he could make. Give the Spy the tools to be creative and that will make him effective, ♥♥♥♥ like the Spy Cicle and Red Tape doesn't do ANYTHING to help him as a class.
