Basically, it seems that valve have made the tomislav even more unfocused than it was before. Let's look at its three upsides:
Faster spin up speed (Well, kinda...)
What it says: "If you use this gun, you can afford to be less paranoid and respond quicker to threats and run in close before spinning up"
Silent spin up (Apart from at the start of revving)
What it says: "Hide around corners and drop in from above, they'll never hear it coming!"
Tighter spread
What it says: "Use me at longer distances, where the spread outperforms the lower fire rate"
Notice how none of these upsides complements any of the others? These would be better used on different or new miniguns but instead we get this... mess. Why not have tighter spread on the brass beast to compensate the poor mobility? Why not have Longer spin up and higher damage on a weapon that is silent for ambushes? Arrrgh
