I'm not sure if this is the right forum to post this, let me know if something like this goes somewhere else.
Anyways. I've been an admin on a community server for quite some time now, and had dealt with quite a few, shall I say, "unique" individuals. But one guy who, for reasons unknown, doesn't want to let a simple bad spray ban keep him away from the server (poniponiponi).
Every time he gets ID & IP banned, after a while he comes back with a new account & IP, presuming its a dynamic/static one. Up till this point, I can count as much as 11 accounts he has created with a diff dynamic IP to each one. This is his main profile http://ift.tt/1vRPAWa
Maybe this is a long shot, it probably is, but is there any possible way from stopping users like the guy described above running ramperd with creating new accounts on dynamic IPs just to bypass server bans and create havoc?

How would you deal with someone using a dynamic IP?
