It's been bugging me a lot lately in my Task Manager i sometimes get a Process simpley called "Steam (32Bit)" as seen in the picture:

I did have examples with Skyrim but i forgot to include framerates in the pictures lol
But basically the same starting sequence of Skyrim(54 Mods installed, no major performance hit ones such as ENBS are what not) with that Process on i have around 15fps, end the process in task manger straight back up to 60fps.
Skyrim isn't the only game it does it with either, every single game does it, and as you can see it also uses about 25% of my CPU making the fan go crazy on it.
