Obstacle Courses for identifying highly skilled players

One of the problems with playing a pub server is not really knowing how good your teammates are with the class they're playing. While strange weapons show kills, they're not an effective measure of skill, and neither are achievements as they can be farmed. So you still have to spend time watching players to determine who's good and who's not, who's worth ubering and who's worth using the buff banner on.

I think it would be neat if Valve created official obstacle courses for each class, where the purpose is to test just how skilled the player is. Each course has a series of achievements the player must earn, with the difficulty increasing with each achievement earned. Here's an example of how it would work for say, Sniper (this is only a basic example for the purposes of discussion so don't focus too much on balancing).

Achievement 1: Kill 10 enemies with your sniper rifle in 60 seconds. Enemy bots move around the map but don't attack you.
Achievement 2: Kill 10 enemies with your sniper rifle in 60 seconds. Enemy bots move around the map and shoot back at you.
Achievement 3: Headshot 10 enemies in 60 seconds. Enemy bots move around the map and shoot back at you.

Obstacle courses are single-player against bots (as multiplayer would likely result in achievement farming and voids any good skill level).

Once the player earns an achievement or series of achievements, that player "levels up" for that class. Their experience level is displayed as a hat, badge or some cosmetic that's a visual indicator to other players for how good that player is. Pointing at a teammate will display their name and their experience level ("Level 3 Sniper").

Ultimately, when I come unto a server, I'd like to be able to instantly tell which players are genuinely good for the class they're playing, as it gives you some idea of how good your team is and who you can count on to be effective in the heat of battle.

Would appreciate any feedback on this. Obstacle courses too much? Maybe another way to determine skill?
