So given the latest rework of the Dead Ringer, the L'etranger doesn't really do much at all to affect the cloak time of the watch anymore. 1.1 seconds instead of 2.2 like before (since the 40% extended cloak duration is only being applied to half the meter, as half is drained on activation).
So perhaps a change that would affect all the watches equally (again) would be to switch the +40% cloak duration with 40% slower cloak drain rate.
