Phlog balance

The Phlogistonator is straight up OP now, because of the buff the scorch shot got, now the Shot is fine imo but the ancillary buff to the phlog is ridiculous now

I've been seriously pubwrecking with my selfish Pyro build of Phlog ,Scorch shot and scratcher.

My balance idea would be the Pyro cannot fire normal flames unless he releases the mmmph when it's charged up.
