I'm of the opinion that the Spy now need tools to subvert some of the tried and true tactics against him.

Basically this sapper does no damage to the building but it disables and makes increasing building vulnerability 30% and is wired to explode of damage 50-70 if anyone but the engineer of that building doesn't take it off.
